STATE COUNCIL
OF EDUCATIONAL RESEARCH & TRAINING (SCERT)
The
State Institute of Education (SIE) was setup in 1978-79 in tune with other SIEs
in Other States and Union Territories. SIEs in other state and Union Territories
had been established as a result of the decision of the then Ministry of
Education, Government of India in the conference in 1963. The SIEs were set up to work for improvement
of education in the country. The State Institute of Education (SIE) in Sikkim
was set up in 1978-79 and then converted to SCERT in the year 2011
The
State council of Educational Research and training functions as the academic
wing of the Directorate of Human Resource Development Department, Government of
Sikkim. The Institution has been covering programmes and activities at all levels of school
education.

3. Role and function of SCERT
- To extend academic support to the HRD Department Government of Sikkim, for implementation of its policies and program of education.
- To develop curricula, syllabi and textbooks on different subjects for the government schools in Sikkim.
- To design and develop materials for the promotion of Art Education, Work Education/SUPW for inculcating aesthetic values amongst the students.
- To develop training package and Teaching Learning Material for extending academic support to the on-going SSA /RMSA Programs and other training programs.
- To promote and disseminate the concept of Adolescence Education, HIV/ AIDs education and various other co-curricular activities to imbibe in students, the responsive behavior pattern.
- To conduct short in-service training programs for the teachers at all levels.
- To enhance capacity and competence of teacher educators, and other educational functionaries.
- To conduct evaluative studies on issues related to school education.
- To conduct Science Seminars and Science Exhibitions for students at Secondary & Sr. Sec. Level.
- Assisting the SSA mission in Sikkim to implementation of its teacher education program.
- To participate in various programs organized by National and Regional agencies as and when called for capacity enhancement. School Inspection and monitoring.
In addition to the existing roles
and functions the SCERT is also supposed to be an apex organization (as
envisaged by the NPE 86) for educational planning, implementation and
evaluation of the State programs, the activities of school education &
teacher education at the State Level. In other words the SCERT will be an apex
body in o-coordinating all academic projects & programs in the State.
In the light of the additional
responsibilities expected to be carried out by the SCERT as an apex
organization, the following are the priority areas in which SCERT is expected
to develop:

Collecting educational
statistics and developing information systems

Documentation, publication

Academic, Administrative
control over DIETs and Nursery Teacher’ Training Institutes including
examination & certification.

Meeting grievance of the
teachers and the community on educational matters.
